Sanji was pretty casual against Page one, he just discovered his new power, he played with him, was hit once and that hit did nothing. The clash clearly imply that Sanji was above. And it was just a clash, not a real fight. And Sanji has still a lot lot to show (he never had even a complete fight post skip so we don't know at all what are Sanji best skills and now with the RS it is even more true).

Furthermore, Zoro has already beaten someone stronger than Page One (Pica) and someone on the same level as him (Killer). Both of those victories happened before Zoro got his power up.

Sanji failed to replicate Zoro's feat after getting the Raid Suit power up.

He toyed with a vet level and an ancient Zoan (really tough) with RS basic kicks. Imagine with his best DJ skills and maybe a power up = totally in the YC range.

It is plausible that he beats Queen solo, but I would bet against it, and I've outlined my reasons why.
