I would say Shanks. His appearance was always accompanied by a sense of transcendence. Entering WB's ship damaging it with his presence, making Jozu shivering and complementing his crazy ambition, stopping Kaido in his tracks, entering MF and ending the war, making an Admiral dance from miles away. Second only to the embodiment of strength, Kaidou.

Shanks and Kaidou's portrayal and talents are better than Roger and WB's.
I agree that Shanks is second, the man got 0 L so far, reduced an admiral to a dancer, and was simply glorified in the movie red.
