not necessarily in this particular case the electromagnetism should be inside the rail gun since and it is what becomes a beam but the lightning where outside of the the gun you can see them as black again when Oda zoomed out again in chapter 1040
which gas is heated here to form plasma? it doesn't make sense well who know how Oda explain it , the truth is it has the same form as the black one with exception it is white. and being white can be explained by the bright attack.

do you have an argument aside of being a troll?
We got in chapter 1034 Ifrit Jambe but it was not just fire there was white lightning as well, now many arguments that advanced CoC has to be black but the reality is it might because of the fire since even Sanji's regular armament can be seen when he uses his diable Jambe that is why even was...
well Sanji got RS later destroyed otherwise he got his exoskeleton , ifrit Jambe is merely daible Jambe but Sanji increased the heat because now he can withstand it. and to be honest he could some sort of white lighting which might be CoC haki who know what is it.
so Luffy was not distracted by the fact that another one was there but the CP0 attacked him too, that is fine for me. Luffy is fighting one of the strongest out there he cannot fight 2 at the same time.
i never said that Enma uses something other than Zoro's haki , and for me it is a power up with a drawback since it consumes too much haki the same goes for Luffy's g4
sure he was using his FS, i mean when you are busy fighting someone like Kaido, you don't use FS to track other possibilities. Katakuri was fighting Luffy he didn't noticed that Flambe was there or that She interfered in Luffy's fight.
Luffy is unconscious :D
Luffy might have lost physically but his spirit never lose and that what makes him stand up again and this time is not gonna be different :D
