I don't see a point in introducing a villain like Imu so late in the story (900 chapters or so?) and not have him as FV when he is the main person responsible for a criminal system like slavery, rape and murder.
We had Kumas flashback not long ago and saw what he went through. Lot of people...
Maybe the person who is sitting on the throne at MG is not the real Imu and just another controlled person.
Real Imu might be still some muscular huge dude.
I think it's possible that Oda wants to make the FV a pirate just to finish One Piece as a Pirate manga. There lies the chance for BB.
But Imu at this stage is the favourite for the FV title.
Oda has established Imu as the main big evil now at this stage. Luffy beating Imu will change the World. BB won't ever come close to having this kind of impact and importance.
WB told BB that he is not the guy Roger is waiting for. Luffy is the chosen one who is destined to take Imu down. This is the main story. BB is just the main pirate villain.
Doesn't feel like a pirate manga anymore. Imu doesn't feel like an One Piece character. More like some op and out of reach villain from another manga/series.
He would have been too powerful so Oda decided against it. Which still is a bad decision though given people like Doflamingo and Katakuri have had awakening.
