Lack of depth. Oda cheeps-out on villain development by using flashbacks. Oda puts all the important stuff in flashbacks so the villains don't do much in the present. The villians of One Piece lack a connection with Luffy so every Villain is weaksauce.
There is a very strong chance that Imu will kidnap Vivi and setup the final arc to be a rescue arc. Oda has written these types of arcs before (ennis lobby and wci and maybe even somewhat arlong park).

How so? Maybe a Yonko being stronger than Shichibukai makes sense but there is no reason why a number 2 should be stronger and Katakuri was much stronger because of his future sight ability. I think the power scaling stopped making sense in WCI.

My main problems in WCI were Sanji losing his memory because that stopped any character development, Sanji and Luffys childish brawl and luffy fighting katakuri. It didn't make any sense for katakuri to be stronger than Doffy.
I agree that Goku is a better character *and I would argue that Dragonball is an overall better manga too* but the irony here is that Toriyama ended up flanderizing Goku in Super and turning him into a more luffy-like character: dumb and reckless.
