So there's a panel where Luffy isn't that much closer to the viewer (yet still is) and Loki isn't angled... and we can see that Luffy is much smaller than a foot. Yeah, he might be the size of Oars.

He's around as tall as Loki's foot, but about as almost as tall as Kata's knee. Loki is no Oars, though, and we already knew how big he was from when Luffy tried to attack him the first time so I don't know why people expected him to be Oars.
