I think we first have to ask IF there was an Emperor before Shanks. There is absolutely no reason why there would have to be four Emperors, unless you assume that beating an Emperor is a prerequisite for becoming one. Which it isn't... Blackbeard didn't become a Yonko after he killed...

It being a myth is merely your assumption. And no, I am not saying that radicality = violence, but that there is a positive correlation. More radical ideas are, more restructuring of society is necessary to implement them. And that leads to violence - not always, but in at least 90% of cases.
