As an individual combatant, Shin has far more notable kills but given the context of this war and what it means for Qin then yes, biggest achievement behind Houken.
Maybe I'm in the minority but I'm loving this arc so far and Shin vs HKK was a great fight considering Qin is on a time restraint for this war so a prolonged fight between generals is exactly what they're hoping to avoid.
As for Wei, I think Han will lose before they can cross the Yellow River so eventually they give up on saving Shintei and just continue building their forces for the Qin invasion.
So I recently finished university and I gotta say, such a weird feeling. For 22 years it's been only school to look forward to but now I gotta seriously become an adult.
Here's hoping I see HxH finish in my life time.
Ousen loses one battle and everyone forgets how goated he his.
The real ones know that his redemption will be glorious and he will eventually be one of the most important generals Qin has ever had.
All hail the great Ousen!!
