Dude strongest swordsman mean he has the best swordmanship, in terms of skill with swords he is the best. But he can lack on haki, power, endurance compared to others so overall (even if he is the strongest swordsman) he is weaker.

Is not about civilians sacrifices they spoke of but about the crew members who will die. For me is not wort to risk the life of you're children(as WB call them) for a death Oden. If Oden was alive (like Ace) than that is other story.
