The difference is that Akainu's 5B is not entirely made out of power because he commands an entire army and 3 Admirals, while Admirals 3B bounty is purely power.

My man, Akainu command 3 Top Tiers. It's like arguing Kidd and Law are = Mihawk/Luffy/Admirals because of a bounty. Whatever bounty Kuzan gets along the way, the admirals all scale of that.
