I feel Oda did make a mistake of Kuma being the one to save everyone, just because he is OP's Jesus Christ analogy.

The way Oda described it, it seems like Law was focusing on the kingdom's secret deals for the Poneglyphs, Koby was probably freeing the slaves, and then Ochoko panicks and rushes out from his mountain fortress...where Teach finds him and presumably killed him.
Ochoko/Wang Zhi was probably a pretty tough fellow. It would seem he killed Marlon and those other guys by himself, and Government aid or not, I can't see a weakling ruling Hachinosu for damn near 40 years.

Obviously what happened at God Valley definitely soured Dragon on the World Government, but it was Ohara who realized the World Nobles need to be dethroned or the world would never change.
Basically, the FF seemed to be trying to help people outside of the WG umbrella, but then Ohara happened and Dragon went "Yeah, these fuckers have got to go".
