If PoL is really a thing, it's likely a spiritual power tied to the user's will, so it's not really different from haki. That's why I'd be inclined to believe it's haki-related, rather than an entirely separate power system (doesn't mean it has to be tied to CoC specifically, just haki in general).
It's a strong possibility. BB is one of the two majors antagonists of the series, Shiryu is his number 2 and one of the last opponents Zoro is gonna beat, so his ceiling is very high. Him having CoC would make sense, although it's not a necessity.
