Lucci is more martial artist than devil fruit user. All luffys named attacks are gomu gomu attacks. All luccis named attacks are rokushiki artacks. Even basic things like "shave" for movement and "tekai" for defense are rokushiki moves and he hasn't even pulled those out.

What about the fact that lucci hasnt used rokushiki? Thats the equivalent of zoro using no sword style. Or luffy going into a fight raw with no gomu gomu moves or stretching.
