True, but since none of the five recent Admirals have shown to have Conqueror's, it's a draw. Someone like Sommers can't beat Kizaru as he's too weak, and Kizaru can beat Sommers because he can't bypass the Covenant.
No, it's not then any of them really should be stronger then an Admiral, it's just their powers make them immune to everyone without CoC, which is super annoying.
If anything, they almost all should be dumbasses carried solely by the Covenant. You take a look at Sommers and you tell me he's ever really trained? How about that one from God Valley with the rifle? They're just like the rest of the World Nobles: lazy, spoiled dickheads.

It is so stupid to have Conqueror's Haki alone be the weakness.
All this regeneration stuff should be counted by attacking the Seal when it's not in use. Or that unlike a Logia, their regeneration is tied to stamina and will tire out eventually, and it's just Conqueror's Haki speeds it up.
So, Gunko was like a handmaiden or something to Imu 56 years ago when Xebec confronted them. Then, 38 years ago, at God Valley, she had recently became a Devoted Blade. But at the Reverie and God Valley, she looks exactly the same now. Presuming she was given her Covenant as young as 16 or so...
I know people like to clown on Jorul and all, but a broken hip for anyone elderly, even if they are still tough, is very, very dangerous and can and will kill them.
The big issue here is that Sanji does feel like a perfect foil to Sommers...but does he really have Conqueror's Haki?
And neither he nor Killingham really feel like they would be that much of a match for Loki, and it feels more like he and Luffy will confront Imu anyway.

It's plausible, but no, I feel all of the Gorosei became so at the same time. Because all seem equally offended Garling was now one of them.
That, and if one of them was like the first of them to be elevated, he would seem to have more seniority, and they seem all equal in that regard.
