I agree imo, except for Luffy and maybe Zoro, there's no actual development in the Act 3 for any of the straw hats characters, Oda just skip and rush and nerf their opponent, they didn't use a newly discovered potential strength that they could've get, in favor of Luffy and some irrelevant crap...
