Physical Strength is only useful if the character has efficacy, some character are strong but they lack effectiveness on their skills. also strong haki plays a huge role on effectiveness. for me Effective Skills + Haki > Physical Strength + Haki

if he stood his ground against BB and survive without getting embarrass i would probably say yes :cheers:
