Why would Franky sacrifice his ability to swim to inherit Kuma's will? Swimming is important enough to Franky to say no to eating a devil fruit important to his captain. Plus the Paw Fruit does not match Franky's fighting style.

Plus Franky rejected eating the Flame Fruit when Luffy asked him because Franky wants to be able to swim.
