No clue, but the anime going on breaks after big arcs or collections of arcs could at least help with the pacing if that's the intention. I don't know beyond that, Oda's making the breaks a consistent thing, but I don't think it'll get worse or anything like that, probably just the anime side...

Eh, the dude was strong given his rank, but the new gen was just stronger. I just wish Oda would've shown him more on-panel. The demotion isn't surprising, Big Mom wanted to keep the standard up, but him even having it says something. His lack of importance wasa shame.

Remove the memes of him disrupting the Monster Trio and he really hasn't done much the past two arcs. Wano it at least seemed like Oda had plans for him, Sanji getting easily frustrated with him while he's respectful, giving his best efforts for Luffy, him and Robin meshing well, maybe more...

Oda has given enough parallels that Luffy doesn't need to. Gaban was new and his mannerisms were already similar to Sanji in regards to the significance of love, so Luffy made the connection to help build up the parallel. Plus, character-wise, Rayleigh isn't that similar to Zoro in behaviour but...
