Those who know me know I'm a Zoro guy. If you're a sword swallower, there's no need to reject the notion that Sanji will get it. Zoro got there first and has a bigger ambition.
We don't know what makes Gaban or Rayleigh a conqueror. But we don't need to know why they have it. They're old legends, they are the gold standard our main characters strive for. However, when it comes to the strawhats, we need justifications for their character development and power-ups.

I don't thik that's it. Bellmere, Hiruluk, Otohime, and many others sacrificed themselves for what they cared the most about. A conqueror is someone with an unshakable belief in themselves or something. That may be a dream or an ideal. It's similar but with some nuance.

Huh? I just told you. For the simple fact that when you tell a story, you need to justify the progress your characters make. That's the reason we had a time-skip in the first place.
The Yonko are vying to be pirate king, Doffy wanted to take over the world, Zoro wants to be the best swordsman. With old legends you don't really have to do any legwork to justify it, that comes with being an old top-tier. However, you do have to justify it when it comes to a main character.
That refusal is simply the conduit he uses to project his will onto the world. It could've well been anything else if his upbringing had been different. Luffy didn't come out the pussy knowing he'd be the king of the pirates. Same goes for Zoro. These goals are simply what sets them on the path...
