An android is a human-looking robot.
A cyborg is a human modified through tech.
But considering Oda's love for Dragon Ball, if Sanji were to ever gain a title based on what Judge did to him, I think it'd be 'android', while Franky being the crew's cyborg.
But Sanji's culinary skills haven't mattered at all in the past 15 years, with the small exception of the meal he fed Luffy in WCI. What Oda has been focusing on is the exoskeleton and how despite being a science project gone wrong, Sanji is better than his brothers because he kept his emotions...
If Oda wants to continue this M3 bullshit equivalency, I can see him give all three a double title.

Goku changed and matured the most. Early DB to post-Kami training to Saiyan Saga to Buu Saga represent four distinct stages in his character development. What Super and the internet did to him is both a crime and highly non-canon.
