If 2 Admirals were sent to DR and PH why couldn’t one be assigned the leader of the operation like the VA? Not having seen something doesn’t mean it can’t happen

Two questions. When do we see other VA serving under other VA? And when was it said an Admiral couldn’t serve under another Admiral in a similar situation?

Why would it be different then how they vet any position in the Marines where the strength of the individuals in that positions are variable?
