They absolutely should, BB has been living rent free on Shanks head for years, they have a more hyped up rivalry than BB vs Luffy. But its like Toryu said, Shanks is borderline Oda's self insert, and BB has been lacking hype for a while so he cant lose to another Yonko before fighting Luffy, so...
