Shiki didnt do anything since he escaped from ID, no one ever compared he with the Emperors. If u read the chapter Sengoku was briefing about Rocks he clearly put Kaido, BM and WB in a group while putting Shiki in the group bellow with Cap John, Ochoku and Silver Axe.
