I don't hate it but it had pacing issues, the villain was wack, and felt largely inconsequential for the most part compared to Ennies Lobby.

Was referring to the likes of Sanji, Usopp and Robin but yes Luffy definitely has more development than Zoro. Recently he wanted to create a world where no one would go hungry, it's kinda derivative of Sanji's but it's still more than anything Zoro's got.
