Not just Koby. The Straw Hats need to catch up. Half of them don’t even have Haki yet. Also, ran isn’t really relevant. He’s clearly far stronger than a regular Captain.

Helmeppo also mentions it. Helmeppo’s Haki is pretty basic, but Oda’s been giving Koby’s Haki a lot of hype. Plus he’s mastered Rokushiki and has over 2 years of experience fighting in the New World. Hancocks probably still stronger, but my guess is that his Haki will bloom during the battle...

He’s Captain rank. He’s almost certainly more powerful than some Vice Admirals. I assume Smoker is stronger, but his rank is probably not at all indicative of his strength considering his torpedo feat.

I don’t see why he can’t have observation Haki better than a lot of Vice Admirals. Maynard wasn’t impressive and he’s had it around as long as Luffy. Longer than Sanji and Zoro.

Rayleigh and Oden followed Roger and they both had Conquerors Haki. Katakuri followed Big Mom and he had Conquerors Haki.

I can see him getting there by the end of the series, but I don’t think he’s there now. I wouldn’t be surprised if he had future sight though.
