I don't think that Z is canon given that he was never mentioned in the manga,while Shiki was.Hope Oda gives us an answer in the future,since back in the day there were top 4 pirates(Roger,WB,Shiki and BM),so we need top 4 marines(Kong,Sengoku,Garp and one unknown admiral)
Its shame that we are mostly focused on Darth Vader who is like one of the lamest sith's out there along with this latest one from the new movies.So many cool sith's are in the legends that will never see the day light.

No,since the RH are said to be well-balanced,that means that the weaker crew members are closer to the top 3,while in other yonkou crews that is not the case.We will probably see couple of YC4 lvl guys(probably those 5 unknown guys that appeared at marine ford war) and the rest of notable crew...
