It looks like every strongest crew mate or second in command after top pirate captain has CoC: Roger-Ray WB-Oden-Ace(would end up the strongest later on if he survived) BM-Kata I wouldn't be suprised if Benn,King and Shiryuu(if he is the strongest after BB) also have CoC.
