Well good thing he has other opponents to fight before he gets to the Gorosei which is where Oda will give him whatever power ups he needs to face said Gorosei.

The narrative shows Oda willing to give Sanji powerups to beat his opponents. Advanced Haki is a power Katakuri and Sentomaru have, there is nothing these two characters possess that make them more worthy of this power than Sanji.

And what would stop Oda from giving Sanji advanced haki exactly?. Did Sanji go into any arc strong enough to defeat his main arc opponent?. You continue to place power scaling over narrative when it's obvious that the power scaling in One piece is subservient to the narrative.
