My safe guess it's related to fate/destiny. Being strong enough doesn't necessarily grant you black blade (eg Roger). One's skill is vague and can't be gauged properly. So the only variable left is fate/destiny. You must be chosen by the heaven. Let's say there's 100 strong enough...

Remind me again, when a zoan user is in human form, do they get zoan bonus regen/dura/etc? Or they only get it in zoan/hybrid form? For me personally, I wouldn't eat this DF. This is because the pseudo-flight and pseudo-invisibility can be attained through other means, like what Sanji can do.

While Boa and Mihawk are my top 10 non-SH and would love them to have ties to the core parts of One Piece, I don't think they're closely related or directly related. Probably related, but only indirectly, or on 2nd level.
