I think Oda's intention is to place them as equals, but the way Oda writes I can see Shanks getting 10x more wank and causing a bad impression about their strength to the fandom, it would be a bit similar to what happens with Kid and Law.
WB never saw himself as Rocks's subordinate, and honestly speaking I doubt Oda puts as much hype into Mihawk as he did into legends like Roger and WB, so the thing about Zoro surpassing old legends will just be more speculation that fans will live debating than anything concrete.
To be honest, the dynamics are different. Rocks was a group of people who basically hung out together, WB literally says he's not Rocks's subordinate. The BB group has some trust issues, but overall, they all see Teach as their captain and superior.
I even understand, Mihawk is Zoro's teacher and he seems to be more of a good guy than some kind of villain or cruel person, it also doesn't make much sense to have a serious fight against someone like Mihawk who doesn't have any big goals while Luffy will face villains like Imu and BB who think...
The way Oda writes Power of love is simply not real or emissary of love Gaban would also have it. Coc is the safest bet for Sanji right now
Anyway, what would power of love really be? A random ability that breaks the logic of the mangá?
