This is One Piece we are reading, the design is pretty on point imo. Imu is also a beautiful man, so add more features or exaggeration may divert more further away from the main point.
It's very close I think Rocks could be second too since Loki's intro is still sort of mystery. Rocks's one straight out destroy any power scaling while Loki is a slow build up.
