This pretty much. Who will get awakening is plot dependent just like who gets acoc and cerberus is not a DF ability but power given by imu. Though ragnir can awaken by eos.

Roger and WB are equals despite WB having an OP DF outside of having comparable haki. Oda doesn't care about logic. While logically zoro should be easily be a level above sanji thanks to acoc , portrayal demands them being on comparable level.

Even imu who's haki which is far above Shanks' haki confirmed couldn't wifi diff nerfed base loki. Shanks' haki is on sick old WB's level. He can't even tickle Loki with his low level haki.

The only way I see shanks beating loki is if it's revealed shanks has some kind of god DF he is keeping a secret. Other than that his haki was tied with old WB and both WB and Kaido were more hyped than him in power.

Yeah but remember Kaido's strongest attack is flaming bagua which is combo of an elemental attack coated with ACOC. Given thorheim is 10-20x the size of flaming bagua and is also an elemental attack coated with ACOC, you can argue it's 10-20x stronger than flaming bagua.
