Yes, that's exactly the issue. For instance, Kinemon in DR does nothing of real substance except dressing like DD and rescuing a Snitch. You could have easily deleted him out of that arc and you would not notice. To make matters worse he is not really cool, handsome, likable, and his fart jokes...
The Scabbards are ok and I actually like Nekonamushi but they are characters that are taking way too much screentime from the Straw Hats much like the the Supernovas and DR alliance. Most of them are not that good.
For some reason, I have never been invested in their stories or design...

Oda is teasing a Zoro flashback connecting him to the Shimotsuki. In addition, an Ace flashback in Wano is clearly being built up.
Act 3 already has a major FB and I can't picture Oda throwing another one in the middle of the climax.

Toki is still a mystery to everyone and she obviously comes from the Void Century. Usually Oda reveals the extent of a DF user abilities when he or she is introduced. The only thing we know is that she can send other people into the future including herself and its the perfect get away vehicle...

It all depends on how Oda ends Act 3. Imho, I don't think any of the original monster trio are ready.
Luffy still has not awakened his DF and Zoro has not turned Enma into a black blade. Sandai Kitetsu is still waiting for a new owner.

We are in the middle of the battle but we still have no cure for the people of Ebisu. Kaido intends to enslave the Flower capital. The fox thief needs to have some payback for assembling the weapons and protecting the graves. Oda clearly teased a Zoro FB and very likely an Ace FB. In addition...
Its fishy we did not see Smoker and Tashigi reaction to the end of the Warlord which they were pretty much the catalysis by influencing Fujitora. It seems out of character from Oda not to show them... Unless he has a good reason.
