Every pirate in the post timeskip story acknowledges kaido as the strongest there is. Mihawk would have to do a whole lot (including explicit statements of superiority) to scale him above.
Mihawk is inferior to Kaido who is inferior to Whitebeard who is equal to Roger who's greatest adversary was Xebec so I don't see why Mihawk > Xebec makes sense unless the entire scaling as we currently know it gets retconned
Considering devil fruits are all created by imagination, a water fruit can exist. Unless the sea devil forbids its existence; however that may contradict the core theme of imagination = reality.
If Oda were to introduce such a fruit, it would have to be done so carefully. I'm sure he's avoided...
It's a great theory Lee. The only thing holding me back from going all in on this is the fact that Oda deliberately gave Gaban a flame shaped scar. Perhaps this is just simple misdirection?

Nothing states that conqueror's infusion follows the same principles as ryuo or "flowing sakura." Nothing implies that CoC being infused into a punch or a kick is haki flow related.
