The fact is that those guys can get a power up thanks to IMU any time. So Oda is able to rise their power level as much as he likes (of course they can't be powerful as the one they take more power).

Queen was portrayed as a "jobber" for his goofy design maybe and that was also wrong, in reality he knocked out Big Mom. I don't see how a jobber could do that.

I think Sanji's level will be a a little below Admiral level. Considering how Luffy vs Kizaru went (with no clear winner between them imho), I guess Sanji will be a serious menace to admirals.

Struggling against an opponent than win it's the most satisfying way. Plus it will be the first time that Sanji goes against an "immortal" opponent and all these L that Super Sommers took really made a lot of people underestimate his power.
