I didn't follow this, but people said Bernie was supposed to be the candidate in 2016 BUT the most democratic party, the democrats, said no, despite what the voters wanted and gave it to Hillary. I don't know anything about this firsthand, but it's just what I heard.
I think many do and the atmosphere changed since they started bogus charging Trump, but people felt Trump would win in 2016, so despite everything screaming, Trump would run away with the election no one, including myself, wanted to get their hopes up.

There was also a chance that someone less capable of the TAC role landed on it and that would've reduced the role's power significantly. Like someone unable or disinterested about keeping up with the game. So I agree depending on the person really determined how powerful certain roles were.
