Gear 5 is terrible because it removes tension from Luffy fights. Vs Crocodile and Lucci (pre skip) were some id the best fights because of the emotional tension involved. Currently whenever Luffy fights it feels like he fighting just because it's fun to fight.

It's enough in 1 vs 1. It's not enough in the greater scope. Some of these fruits can change landscapes and geography and time and history etc. Fruits have their place as a world building gimmick. But Haki is still probably the best straight combat power you can develop.

Without the health issues He is likely the strongest. Garp doesn't have any health issues (doesn't drink) and he is mighty Powerful as fuck. WB combat and haki prowess would likely be similar to Garps plus his nuke Df for flexing on nations and organisations when needed.
