This pretty much. Who will get awakening is plot dependent just like who gets acoc and cerberus is not a DF ability but power given by imu. Though ragnir can awaken by eos.

Roger and WB are equals despite WB having an OP DF outside of having comparable haki. Oda doesn't care about logic. While logically zoro should be easily be a level above sanji thanks to acoc , portrayal demands them being on comparable level.
