I agree with the Luffy thing completely, Oda should have kept us in the dark about him for at least 10 chapters. It would have made his return much more impactful

I feel like on a normal day the Marines would not have been THAT scared of Shanks but you have to remember that they just had a fight against the strongest Man in the world behind them while also dealing with Blackbeard. No one want's to deal with Shanks on top of that.
