Yoru is the Strongest Black Blade so it means there's still inferior Black Blades out there so I don't know why people are making a fuss about GB "potentially" having it. GB, after all, is still a Top Tier, and him forging one makes sense.

COA is one of the requirements. As Awakening is when your mind catches up with the Devil Fruit power, I think Black Blade is when your mind catches up with the Blade's will (if that makes sense)

The Gorosei seemed to know what is gonna happen to Saturn once Garling showed up as the new Elder so I think they already saw it happen to at least one past Elder.
