Carrot in the arc she was introduced in barely said 2-3 sentences, had zero focus on her, and Luffys reaction to seeing her (and Wanda) was "A dog!?" And shes still lacking a important dream. Oda can change things in the future but so far, shes not a Strawhat caliber character.
