i think CG goal was to make mohawk relevant to the story and set up the zoro vs mohawk fight. cause without CG, mohawk has no relevance to the story of one piece, and zoro would need to go search and fight mohawk after the story. So oda created cg to give mohawk some kind of tie to op race etc...
