The only reason this might happen is because Luffy seems to be out (for now) but if he recovers I doubt it will be anything close to Madara.

Kizaru didn't toy with him he ran away at every opportunity whilst he waited for gear 5 to run out. He said as much this chapter.
It's unfortunate really but only gear 5 is true yonko form, without it he's only as strong as an admiral.
I imagine that's why Oda gave him the 3 bill bounty when he has previously eclipsed the bounty of practically everyone he's ever fought. He's not quite there yet.

Luffy didn't really need gear 5 for this, he only did it as a response to being knocked through Vegapunk's barrier which did most of the damage. Now that he's in gear 5 Kizaru doesn't really have much hope, Saturn will need to intervene which is likely.
It's not aim, the guy is just a slow ass fighter, don't forget that even Buggy embarrassed Akainu on his home turf

Aside from Sanji and Zoro's power ups, Enies Lobby sucked and even they were capped by fighting opponents who were a joke, especially Kaku's giraffe gags.
It is still a better arc than Skypeia and Arlong Park, but unlike those 2 it is held up as something amazing when it was just mid.
