Haki nullifies the effects of DFs man, this has been consistent ever since Garp punched Luffy and hurt him despite his fruit. Why would Buggy be the exception? Go back and look at the panel in chapter 561, it's not confirmed if Mihawk's attacks connect and it looks more like Buggy is dodging...

That is completely irrelevant as we still don't know if Black Blade = CoA 24/7 or if Buggy used his DF before being cut by Yoru.

I agree partially but I don't think that's the main issue rn. At the introduction of Gear4 and all other gears Oda created an arbitrary time limit to nerf Luffy whenever the plot demands, it's a good system to ensure that he still controls the flow of fights and never writes a one sided battle...
