Orochi probably told him to kidnap Momonosuke. And well Kanjuro and Orochi didn't expect to have a traitor on their own side (Kyoshiro, who probably have something to do with Luffy being there already) hence why the only sent fodders with war ships to deal with them.

Az 5 and 6 had good moments but you could already see that the writers had lost their hand on some stuff. The decision to not adapt some storylines of the books got them against the wall.

Not even in the slightest the same case here, we know there is more to Toki. In Smoothie and Compote's case people believed and expected they were to be important later in the story. The same could be said to people expecting more from the Sanji x Page One outcome when probably there isn't.
