I like your idea but good luck on that. My thread got locked just this morning which was about trolling and general toxicity. So I doubt the mods will do anything about it.

if you think nothing can be changed, you‘ve already lost. If you think nothing should be changed, it’s sad. At least in my opinion. If the mods would take a step forward to reduce toxicity maybe it would just as well work without.

It already exists and it's not a solution. Why do people who genuinely enjoy valuable discussion without baits and bashing have to look for a safe space? That's just sad.
