He activated the attack cuz Sanji jumped to attack. The attack has threshold which is rear admiral and below. His ability is not always up, that's why several normal marines saw him and were ok this chapter. Vegapunk,Franky,etc didn't attack so his aura was enough to stop them.

Kizaru fans best chance is him to clash and possibly repel acoc Zoro . No other character will allow him to gain back some footing, forget Luffy cuz he's fighting Saturn soon. If he counters an Acoc attack of Zoro then this defeat to Luffy is kinda reduced.
