The recent makes it pretty clear Luffy's crew is closer to Rogers in terms of who does or doesnt have CoC. Either way I dont think Sanji not having CoC is a big deal. Unlike Luffy and Zoro hes getting his power ups from technology, so hell make up for it in other ways.
