Shamrock tried to kill Loki, he is the spitting image of the guy that chained the giant to a tree for six years and both wield a DF weapon. Also, since Shanks defeated Loki, defeating someone close to Shanks level seems an appropriate EoS challenge. There is no reason for Luffy to fight Shamrock.
