Roger knew so much that he knew he couldn't do anything at his time.
Shirahoshi wasn't even born yet.
Roger was too early and he knew it. Xebec was clueless and speedrunned to the final boss at level 1. That's an achievement, but not enough to end it.
But the presentable public image is maintaned here through the erasure of God Valley from history. We as readers know better of course, but not every person in One Piece has this information immediately available.
This is why Roger and Garp get judged even though they have no idea of WG plans...
To be honest, you would be surprised how cartoonishly evil people are in the real world. I was not a fan of the world nobles in the beginning because of this, but as time flows I understand why Oda introduced them.
People acting like pirates need to be perfect and need to have a moral compass who need to save the world and resist the WG :milaugh:
Roger going after pussy and fighting Xebec out of rivalry makes him 100x more a believable pirate than anyone. But still, this is young Roger, ofc he has room...

They are not necessarily bad but Oda was pretty inconsistent post-TS
Samurai and Beast pirates were not that great, while Kaido and King was top tier
Katakuri is great too, but the rest of the BM pirates? Only Perospero and Amande...
We have seen a lot of bad character design choices post-timeskip.
But with Xebec, Loki, Harald and others, we probably had some of the greatest designs this manga has seen.
Elbaf has been great so far.

This chapter reminded me this is a manga about pirates. Some chapters ago there was a mysterious god-like person taking over a women's body who is changing some giants into strong evil creatures with a magical book.
